My paternal grandmother was born in a british army base in the early 1900's to british parents. Would this qualify my father (born in 1941 in England) to citizenship? and by descent me?

Well, your father can apply to become a British citizen if one of his parents is a British citizen. He will gain the British Citizenship.
However, you will have to apply for the UK Ancestry Visa which will allow you to work/be in Uk without restriction for 5 years before you can apply for a permanent citizenship.
