Can't create new account on Gov portal, NIC already taken.

Hi guys. I need some drastic help with this thing. i cant create a new account on Gov Portal with my new email and NIC number. It says already taken. i know its been a hassle for a lot of people; Has anyone find a way out? I don't remember my old email or my username or anything for that matter. I cant even login in through to get to the chat forums. Is there anyway i can contact them?
