If Mauritian government decides to ban social networks, radios, television, during a civil war, is there any way of rapid communication?

Mouth to mouth is slow. It can't be trusted. Too much distortion.

Mauritian government will rely on it's army and British backups.

We don't have people who have relay stations.
We are not trained for Morse decipher nor 'fire-smoke' system.

What remains? Going in each region with loudspeakers on the back of 4x4?

The brain is an amazing thing and when it's a question of life and death, it does incredible things to get you out. It's all about the survival instinct that we all have.

This reminds me of something I've read before - I think it was a burglar or someone who broke into a house to get food or something out of helplessness and the owner started saw him and was running after him with a gun. He was trying to escape and was not sure whether he would make it alive because it would be difficult to get out (climb walls) without being shot. One thing came to mind and he picked a stone and threw it in a well in the garden and hid behind something. The owner thought he jumped into the well and because it was dark, thought he'd check back tomorrow as there was no way the person would be able to climb back up. The person waited a while after the owner went back in the house before escaping.

This shows you that the brain works miraculously when you really need it and I believe that if such situations happen where all obvious solutions won't work, then we'll surely come up with something that will get us out of trouble.
