Renewing an Identity Card

Is it a problem to renew the ID card, when I am living for the moment in the UK, and therefore only have Utility bills from the UK? Will Port Louis accept a photocopy of my Birth Certificate and the Utility bills etc?
I had not realised they may need original papers as I have a Passport and ID .
