How to report abuse towards the elderly in Mauritius?

I know a family, father (70 years), mother (61 years) and one child-Vik (40 years).

Vik is a drunkard and he drinks all day starting from 6 am until night. He does not contribute one cent in the house. He does not have a fix job but he gets enough money everyday to be able to buy is drinks. At 6 am he goes to the bar and drinks and come home and either fights with the parents all day or just sleep in the sofa snoring, swearing, pissing in the sofa, and so many other things which i don't want tot reveal here but really disgusting things.

The parents have tried all means possible: to the hospital, mental asylum, police- but no use. i really want to help the parents but i don't know how. Can someone please help?

Is the house owned by Vik or the parents? If owned by the parents, they can kick him out and get a restraining order against him as well.
