Buying shisha flavours online...
Is buying hookah pens, shisha flavours and coals online allowed?
Will they be allowed through customs?
Help please i don't really know how the system works :/ Specially with the new laws

Try asking them (Pakistan) if they can provide you with the flavors you want. Some Shisha contains Nicotine and they can be considered as tobacco. Better call Mauritius Post and ask them.
Most of the things you can get in Mauritius itself (eg Pakistan Deforges Street), not sure about the hookah pens though, why are you looking to import? Are you after a specific thing?
I am aware of that but let's face it they don't have the best out there..
As for the hookah pens:
Just for personal use.. I have seen videos of those and they look awesome..
It's called vaping. :)
