Higher price = less buyers
Less buyers = less smokers
Less smokers = clean country

I would say affordability and temptation. My uncle buys them when he needs them because he says if he has a box he gets too tempted to finish it all. Other than that they are sold in packs of ten, like supermarkets where I mainly go.
