I would say affordability and temptation. My uncle buys them when he needs them because he says if he has a box he gets too tempted to finish it all. Other than that they are sold in packs of ten, like supermarkets where I mainly go.
a clever strategy to double sales/profit and at the same time gives the illusion that the governmentcares for its people's health ! huh NO to Coal ;-)
