When are emergency vehicles exempted from complying with current laws such as the Road Traffic Act?

I know that emergency vehicles ( police, ambulance, fire services etc..) are exempted from some laws such as speeding and parking offences..
However does this apply only during emergencies?
I am asking because several times I have seen police vehicles parked illegally and there seemed to be no emergency...

You're correct, it only applies in an emergency. However I've noticed similar things myself - on the long stretch of road that takes you straight to Flic-en-Flac, a police car was behind me and just before we reached the speed camera, the guy decided to accelerate and go over the speed limit which triggered the camera flash.
